The Kleberg County Human Services is soliciting sealed bids for the services of heating and cooling appliances under the Heating and Cooling Component of the Comprehensive Energy Assistance Program (CEAP). The services will consist of Kleberg and Kenedy Counties.

Scope of Services:

The services pertains to the purchase and installation of Heating and Cooling Appliances such as window air conditioners, unvented space heaters, water heaters, cook stoves, refrigerators, central air cooling systems, and central heating systems (furnaces). Appliances and systems must meet Energy Star efficiency Ratings. Vendors/Contractors will be required to comply with the existing codes for the Heating and Cooling appliances and Kleberg County Human Services timeline and specifications.

Bid packages will be available for pick-up on March 3, 2010 at 720 E. Lee, Kingsville, TX 78363. Sealed Bids will be accepted until March 16, 2010 no bids will be accepted after March 16, 2010. Sealed Bids will be publicly opened in front of witnesses on March 17, 2010 at 10:00 a.m. in the Kleberg County Human Services Conference room at 720 E. Lee, Kingsville, TX 78363.

A firm-fixed price contact award shall be made to the bidder, vendor or contractor whose bid or offer is responsive to the solicitation and is most advantageous to Kleberg County Human Services, price quality and other factors considered.

Contracts shall be made only with responsible vendors/contractors who possess the potential ability to perform successfully under the terms and conditions of the procurement and installation of applicable appliances. Consideration shall be given to such matters as contractor integrity, record of past performance, financial and technical resources or accessibility to other necessary resources. In certain circumstances, contracts with certain parties are restricted by Kleberg County Human Services implementation of E.O.s 12549 and 12689, “Department and Suspension”.

A contract pursuant to this solicitation, if awarded, will be for a one-year contract with an option to renew annually (up to four years) contingent upon satisfactory work performance. Funding will be contingent upon availability of funds.
